There are several ways to make clear "domes" over images (and other things).
You'll usually need some kind of adhesive to hold the paper image down on the base of whatever you're using, and you may also need to seal some images that could bleed (a couple of light coats of clear acrylic spray should work, and some people use that first, then follow with the clear medium before adhering to the base).
After that, you can use a permanent "white glue" (diluted 3-4 to one with water) which is basically the same thing as decoupage mediums sold at stores (Royal Coat, ModPodge) or you can use a clear acrylic like a polyurethane...several coats of those won't yield a "domed" top, but they will give a clear glossy coating.
If you specifically want the domed top though, you'll want to use a "dimensional" white glue like Diamond Glaze or other brands, or you can use a 2-part epoxy resin (or even a 2-part epoxy glue if the area is small).
The dimensional white glues will need to be sealed though (with polyurethane, etc.), where the epoxies won't.
(I'm not sure why they're asking for glass "wafers" --thin disks, I presume-- or domes if they're using a finish which will result in a dome. Perhaps they're giving you several ways to encase the images underneath a clear hard covering?)
